(hereinafter referred to as the “Host”) entrusts Shenzhen Eden Advisory Co., Ltd as Solicitation Agent (hereinafter referred to as “Solicitation Agent”) to organize the International Solicitation for Architectural Conceptual Scheme of Chengdu Jiaozi Park Financial Business District “Two Parks and One Center” Initial Project and invites design agencies with relevant design experience worldwide to apply and submit pre-qualification Application Documents. Through this pre-qualification, the Host will select three applicants to participate in the solicitation activity and the Solicitation Documents (including the Design Brief) will only be provided to the three shortlisted applicants. Applicants must submit Application Documents regarding the buildings of B09, B10 and C05 plots and overall characteristic block at the same time. Applicants who meet the eligibility criteria are welcome to submit the Pre-qualification Application Documents.

In order to implement the national strategy, help to build the national western financial center, speed up the integration into the “Chengdu-Chongqing economic circle” strategy, enhance the image of Jiaozi Park Financial Business District, the Host now solicits the architectural conceptual design scheme for “Two Parks and One Center” Initial Project of Chengdu Jiaozi Park Financial Business District.
征集人和征集代理將組建資格預審評審委員會，對按時遞交了資格預審《申請文件》的應征申請人進行審查和評審，擇優選取 3 位應征人參加征集活動。
The Host and Solicitation Agent will set up a pre-qualification review jury to examine and review the applicants who have submitted the pre-qualification Application Documents on time, and three applicants will be selected to participate in the solicitation activities.

征集人和征集代理將組建方案評審專家評審委員會，對 B09、B10 及 C05 地塊建筑及整體特色街區應征的概念方案分別進行綜合評審，并對3位應征人提交的 B09、B10 及 C05 地塊建筑及整體特色街區概念方案分別進行排序。
The Host and Solicitation Agent will set up an expert scheme review jury to separately conduct the comprehensive review for the conceptual schemes of buildings of B09, B10 and C05 plots as well as overall characteristic block, and respectively rank the conceptual schemes of buildings of B09, B10 and C05 plots overall characteristic block submitted by three applicants.
3.中選方案的確定3.Determination of the selected schemes
征集人在向相關政府主管單位和部門匯報了專家評審結果，并征詢了相關政府主管單位和部門的意見后，針對每個地塊從 3 個方案中各確定 1 個為中選方案，三個地塊的中選方案可以來自同一個應征人或者不同的應征人。
After reporting the expert review results to the relevant competent authorities and departments and consulting the opinions of the relevant competent authorities and departments, the Host determines one of the three schemes for each plot as the selected scheme. The selected schemes of the three plots may come from the same applicant or different applicants.
4.深化設計咨詢4.Design development consulting
After determining the selected scheme for each plot, the Host will sign the design development consulting contract with the selected units of each scheme and complete the design development consulting of the architectural scheme, the cooperation of the scheme submission to planning and construction authorities, the cooperation of the construction implementation stage and other advisory work. The design development consulting fee will be quoted by the applicant on its own and submitted at the same time with the deliverables of the architectural concept scheme. The quotation for the design development consulting fee will be considered as one of the factors in the conceptual scheme review.

The content of this solicitation includes two parts: characteristic block design and plot architectural design, in which the design depth is the depth of architectural conceptual scheme. 六、應征申請人的資格要求VI.Qualification requirements of the applicant
1. Qualification requirements:
（1）國外機構作為應征申請人的，須在其所在國家或地區具有合法營業及設計許可；(1) If a foreign agency acts as an applicant, it must have a legal business and design license in its country or region;
(2) If a domestic agency acts as an independent applicant, it must have Grade A (or above) qualifications in the building industry (construction engineering) or Grade A qualifications in architectural design firms (agencies in Hong Kong, Macao and Taiwan must have legal business and design licenses in their locations).
2. The registration of a consortium will not be accepted.
3. This solicitation activity does not accept the application of individuals and individual groups.
4. Teams with similar design experience will be prioritized:
(1) Rich experience in the design of fintech city office buildings;
（2）具有 200 米以上超高層寫字樓設計經驗；
(2) Experience in design of super high-rise office buildings over 200 meters;
(3) Winning major international or domestic design awards.
5. The planning and design personnel participating in the solicitation should be personnel on the payroll of the design agency, and the chief designer must be truly responsible for the Project, participate in the whole process of the solicitation, and attend the Q&A meeting and review reporting. In order to ensure the accurate understanding of the background and related requirements of the Chinese region, at least one of the project planners and designers should be proficient in Chinese.

X.Design development consulting fees, compensation and other related fees
1. 深化設計咨詢費1. Design development consulting fees
After consulting the opinions of the competent government departments for each plot, the Host determines the selected unit of each plot. These units will be awarded a subsequent design development consulting contract, and the design development consulting fees will be controlled within RMB 86.64768 million yuan (including tax)(which is calculated according to 481,376 m2 * 180 yuan/ m2 in the capacity building area of the planning indicator. The final capacity building area shall be subject to the planning permit approved by the government.) The shortlisted applicant should quote according to the scheme, and the amount quoted must not exceed the price ceiling.
The specific work content is as follows:
(1) completing the relevant design within the red-line diagram, including: 1) preliminary design depth of architectural specialty, 2) the special preliminary design depth of curtain wall, 3) the special conceptual design depth of landscape, 4) the special conceptual design depth of interior, 5) the special conceptual design depth of outdoor floodlighting, 6) the special conceptual design depth of signage. The depth of the architectural design must conform to the requirements of the scheme design stage and the preliminary design stage in the Regulations on the Preparation Depth of Architectural Engineering Design Documents (Version 2016), design description and drawing requirements of architectural design.
(2) cooperating with the domestic design institute selected by the Host via the statutory process to complete the planning and approval work and the preliminary design of the scheme design, the review of the construction drawing design involving the implementation of the scheme rendering, and the on-site cooperation during the implementation phase.
2. 方案補償費2. Compensation
The shortlisted applicants will receive the corresponding design compensation according to the number of schemes, scheme design compensation of each plot amounts to RMB 800,000 yuan. The design compensation agreement will be signed within 30 working days after the end of scheme review meeting. The applicant shall optimize the scheme in combination with the scheme review opinions and the opinions of relevant government authorities and departments and deliver the optimization scheme to the Host on schedule. After the acceptance, the Host will start to handle the payment procedures. After consulting the opinions of the competent government departments, the Host determines the selected unit of each plot. The design compensation obtained by the unit will be deducted from its corresponding design development fees.
The Host will not pay the compensation when the following circumstances arise.
(1) The applicant has not submitted the full Application Documents according to the prescribed time;
(2) The applicant only submits the Application Documents for one or two plot and fails to submit the Application Documents for buildings of B09, B10, C05 plots and overall characteristic block simultaneously, so the Host won’t pay the compensation for the plot separately.
(3) The Application Documents submitted by the applicant is identified by the expert scheme review jury as not making a substantive response to the requirements of Solicitation Documents;
(4) The Application Documents submitted by the applicant is identified by the expert scheme review jury as not meeting the depth and requirements of the design work of the solicitation;
(5) During the solicitation, if the qualification conditions of the applicant have changed and the applicant fails to meet the qualification requirements stipulated in Article VI above, the applicant is disqualified by the Host.
3. 深化設計咨詢費、方案補償費的支付方式3. Payment method of design development consulting fee and compensations
The compensation and design development consulting fees of this solicitation will be paid in RMB directly to the applicant, and all taxes and fees payable inside and outside China should be borne by the applicant on its own, and the invoices for domestic tax payment in China should be provided in accordance with the requirements of the host. If the overseas applicant is unable to use its account to receive RMB, it needs to sign a tripartite payment agreement with the host and authorizes the legal and independent legal person in China to receive the payment on its behalf. After withholding and paying the value-added tax and income tax on labor services in China for the applicant, the host will pay the remaining amount to its domestic legal independent legal person, and all expenses incurred therefrom shall be borne by the applicants.
